Umm…maybe consider a fountain for them ? So they aren’t liable to drown, which has befallen some unfortunate kitties.

Gee! I have never tried drinking from the toilet.
Probably because mum usually has the lid closed.
In an emergency, it is a source of water for animals alone in a home.
